Eugene City Councilor Andrea Ortiz supports the expansion of tax breaks as a way to encourage developers to build apartments in her ward.

But she's not expecting anything to happen right away, even if the City Council ultimately approves extending the area where developers can get tax breaks for constructing apartments so it includes the Trainsong neighborhood where she lives.

"I don't know of anybody who will take advantage of this," she admitted.
