Cancer incidence among elderly (defined as age 65 years and older) white and black patients who are dually insured with Medicare and Medicaid versus Medicare alone is the target of this investigation. Individuals that simultaneously receive health care benefits from the Medicare and Medicaid programs are known as "dual eligible." Over 60 percent of dually eligible beneficiaries live below the poverty level (Medicare Payment Advisory Commission 2001) and 24 percent of elderly dually eligible beneficiaries are nursing home residents (Murray and Shatto 1998).
