WASHINGTON -- Regulators at the federal level are not ready to declare reformulated gasoline (RFG) a great success yet, but California officials last week decided they had seen enough data to go ahead and acclaim their in-state reformulated fuel a winner.

The California program, more aggressive than federal reformulation, has sharply reduced smog pollution this year, according to initial estimates from the California Air Resources Board (CARB).
