Oil and gas occupy pride of place in the European Commission's second strategic energy review, to be adopted on 13 November. Final unpublished drafts of the bi-annual policy package, as seen by Europolitics, aim to identify the main challenges facing the EU's nascent energy policy. Following on from the first strategic energy review (SER), in 2006, the Commission issues a number of legislative proposals both for security of supply and for energy efficiency (see box).
