It may come as a surprise to many American educators to discover that Newfoundland is the only jurisdiction in North America without a public school system. Newfoundland, Canada's newest province, has a church-based school system. While the province funds education, determines the curriculum, maintains standards, and trains teachers, the churches build and maintain the schools, recommend certification of teachers, and operate the religious program for the schools.
In the past year the Newfoundland government has taken the necessary steps to reduce the churches' control of the education system. This is a classic struggle of church versus state.
