One morning last May while he was conducting his regular press briefing, normally a low-key event before the Senate day officially begins, Democratic Minority Leader Tom Daschle got an unexpected and uninvited guest. With the cameras rolling and Daschle in midsentence, Trent Lott sneaked in behind him, his helmet of hair perfectly coiffed, and pressed a note into the Democrat's hand about the minimum-wage bill they were negotiating. The real message Lott delivered, however, was broader than the one in the note. Daschle and his minority band of Democrats had outmaneuvered Bob Dole for weeks, and Dole's surprise departure from the Senate had left Lott in charge. In ...
