Congress' addition of more than $9 billion to the DoD budget request last year will do little to help the Pentagon's long-term modernization problem, according to the Pentagon's acquisition chief.
"I am not encouraged that recent congressional adds to the defense budget are much cause for long-term optimism," Paul Kaminski said in remarks prepared for a Nov. 13 Congressional Quarterly seminar. "If you look at the adds, more often than not, you will find plus-ups for procurement of additional items off of existing production lines or for unsustainable ramps in our R&D programs.
