Oil and gas occupy pride of place in the European Commission's second strategic energy review, adopted on 12 November. The review aims to identify the main challenges facing the EU's nascent energy policy. Following on from the first strategic energy review (SER), in 2006, the Commission issues a number of legislative proposals both for security of supply and for energy efficiency (see box). More interestingly, the Commission gives a secret glimpse of how it will renew EU energy policy in 2010 and chart a policy agenda for 2030 as well as a vision for 2050 (see separate article).
