President Clinton's nomination yesterday of Sen. William Cohen (R-Maine) to succeed William Perry as secretary of defense generally was viewed favorably in Congress and elsewhere, with strong signs that Cohen will be confirmed quickly.
Within minutes of the Democratic president's announcement on Cohen, conservative Sen. Jesse Helms (R-N.C.) issued a statement saying it was a virtual "certainty" that Cohen and other nominees named yesterday would be quickly confirmed in the Senate.
