Oil and gas occupied pride of place in the European Commission's second strategic energy review, released on 13 November. The bi-annual policy review aims to identify the main challenges facing the EU's nascent energy policy. Following on from the first strategic energy review (SER), in 2006, the Commission issues a number of legislative proposals both for security of supply and for energy efficiency (see box). More interestingly, the Commission gives a secret glimpse of how it will renew EU energy policy in 2010 and chart a policy agenda for 2030 as well as a vision for 2050 (see separate article).
