The new prime minister says he can continue economic reform without losing the communists in his coalition
LAST JUNE, H. D. DEVE GOWDA became the prime minister of India, with a difficult mandate: to carry on the economic reforms begun by his predecessor while increasing social spending to meet the demands of his 13-member coalition and his cabinet, largely filled with representatives of the middle and lower classes.
