WASHINGTON - Employers, insurers and third-party claims administrators face new delays in trying to recover millions of dollars in older workers' health care claims that the federal government improperly demanded they pay.

The Health Care Financing Administration is appealing a lower court ruling that rejected government arguments that the only victors of a 1994 federal appeals court ruling striking down HCFA regulations developed to enforce the massive Medicare Data Match Project were members of the Blue Cross & Blue Shield Assn. and the Health Insurance Assn. of America, which challenged the regulations.
