Last month, the Clinton administration once again revised its encryption policy. While it contains concessions that would make it easier for companies to export stronger encryption products, the emphasis on a global guarantee of law enforcement access to all encrypted communications remains. The policy, therefore, still presents a threat to personal privacy and business information security.
Under the new policy (announced October 1 but not yet issued as an executive order at press time), jurisdiction for commercial encryption controls will be transferred to the Commerce Department from the State Department, which formerly controlled export licensing of encryption ...
