At present, estimates of the percentage of students who are at-risk of dropping out of school range from 15% in rural communities to 66% in some urban populations (Cairns, Cairns, & Neckerman, 1989). Since they have increased economic, legal and psychological problems, at-risk students who eventually drop out of school create numerous problems for society. This may be due, in part, to inadequate skills and limited earning potential (Steinberg, Blind, & Chan, 1984).
