There is no legal obstacle to holding a second referendum on the Lisbon Treaty and this option remains likely, according to a report by the special parliamentary Sub-Committee on Ireland's Future in Europe, presented on 27 November in Dublin.
According to several national sources, the document analyses the implications for Ireland of the no' in the referendum, on 12 June, before detailing assurances which could be given to the Irish people.
