TAOISEACH Brian Cowen may hedge his bets next week on committing the Government to hold a second referendum on the Lisbon Treaty.
But Mr Cowen was clearly told last night that European leaders fully expect him to have a plan to deal with the Lisbon Treaty crisis by next week.
The Taoiseach met German Chancellor Angela Merkel in Berlin last night ahead of next week's EU summit in Brussels.
The Government is certainly heading towards a second referendum with safeguards attached on abortion, neutrality, tax and keeping a European Commissioner.
