In the United States and many parts of the world, antenas are calibrated per the American National Standards Institute C63.5: American National Standard for Electromagnetic Compatibility--Radiated Emission Measurements in Electromagnetic Interference (EMI) Control--Calibration of Antennas (9kHz - 40 GHz). A standard sets uniform methods, processes, and practices for the industry. Some standards may be mandatory while others are voluntary.
