Even the more dismal of his predecessors left some signature achievement. Fine Gaels John A. Costello, dour and unremarkable, left the declaration of the Republic.

Fianna Fails Albert Reynolds presided briefly over drift and dissension, but still left the Downing Street Declaration. If Brian Cowen were to leave office soon, not even the kindest biographer would find much to celebrate. An honest ranking would probably be forced to place him last.
