The three Federal agencies responsible for regulating the new Health Insurance Portability and Accountability Act of 1996 (HIPAA), have requested public comment on all issues regarding the portability provisions. More specifically, the agencies have requested comment regarding whether or not the regulations should include a model certification to assist health plans and insurers certify individual's period of creditable coverage. Because many of these provisions impact cities and towns, though to varying degrees, it is important that municipal health plans and State League RISC Pools take advantage of this opportunity.
