On May, 1996, The Senate Armed Services Committee issued a report on the National Defense Authorization Act for Fiscal Year 1997. The Defense Authorization Act approves appropriations for procurement, research, development, test and evaluation and the revolving and management funds for the Department of Defense (DOD) for FY97.
According to the report, the Armed Services Committee, "has for many years supported the concept of leveraging the nation's research and development investments to meet the military services' needs for dual-abuse technologies."
