Four years ago, Bill Clinton was a foreign policy rookie, the governor of a small southern state challenging an old pro at foreign affairs, George Bush. Clinton was able to blunt Bush's political edge in foreign affairs, partly by changing the subject to the economy and partly by pointing out Bush's inability to make the transition to the brand new post-Cold War world.
In 1996, the story was different. President Clinton and Republican challenger Bob Dole both laid claim to the title of foreign policy veteran.
