WASHINGTON _ In a stunning setback for anti-abortion activists, the House of Representatives Thursday supported a Clinton administration proposal to increase family planning aid to groups that also promote abortions abroad.
House members said that the 220 to 209 vote signaled a new willingness by the GOP-controlled House to vote against anti-abortion activists, a powerful bloc within the Republican Party.
