Happy New Year?
Yeah, right.
The new year is but a few days old and already 2009 has the makings of being anything but a happy one for municipal officials throughout Central Massachusetts.
Many folks in city and town halls throughout the region had hoped the doom and gloom from 2008 would miraculously disappear when the clock struck midnight on New Year's Eve, but all that bad karma ended up being carried into the start of the new year when Gov. Deval L. Patrick announced last week that state tax collections may fall another $1 billion below projections.
