Few environmentalists would ever admit it, but President Bush's designation of vast tracts of U.S.-controlled Pacific Ocean islands, reefs, surface waters and sea floor as marine monuments has earned him a pedestal next to Teddy Roosevelt's in the pantheon of conservation presidents.

A century after Roosevelt helped lay the foundation for what would become the National Park System, Bush on Tuesday set aside nearly 200,000 square miles of pristine marine habitat in the South Pacific - an area 50 percent larger than the entire national park system.
