Article: Two-hour Black History exchange stirs U.S. House.(1997 Black History Month program in the U.S. Capitol)

During the biggest, longest and most moving program ever sponsored on Capitol Hill by the Congressional Black Caucus to celebrate Black History Month, Chairwoman Maxine Waters and New York Rep. Major Owens cooperated by putting their hour-long requests for time back to back, thus allowing a record number of lawmakers to speak on Black history before the bipartisan integrated audience.

"We come today to talk about the contributions of African Americans," Rep. Waters said, launching the celebration and crediting historian Carter Woodson with conceiving the idea of a Black history celebration.
