America's disillusionment with government has spawned a new social movement aimed at recreating something known as ``civil society.''
The concept of civil society in America was best described by the French aristocrat Alexis de Tocqueville, who toured our country in the 1830s. His classic ``Democracy in America'' chronicles this nation's amazing capacity to form voluntary associations in order to achieve collective aims. The declining membership in such civic and fraternal organizations _ from Rotary clubs to bowling leagues _ has contributed to our frayed sense of community and growing political apathy.
