This article estimates the cost in terms of public finance and human resources of a rapid scale-up in Mozambique of adult male circumcision, a country with a low male circumcision rate and high HIV prevalence. There are three principal findings. First, even the most modest programme would place great stress on human resources, and task-shifting might lead to more accidents that would increase the cost. Second, the fiscal burden is fairly low but would place stress on the under-funded health system, as adult male circumcision would represent 4% of Mozambique's public health budget.
