A group of River Road activists, the River Road Community Organization, and city of Eugene planner Ken Guzowski are in cahoots. They are planning to change and restrict zoning on lower River Road to mixed use.
This activists' organization, formerly led by Rob Handy (marginally elected to the Lane County Board of Commissioners in November) has been serenading city planners to change River Road to restricted use. Handy's property lies within these boundaries, and the zoning change would greatly increase its value.
