After decades of doggedly ignoring the mess it has made of immigration, the federal government has taken the first tentative steps toward reform. Hopefully, more will follow. In this corner of jurisdiction, the seriousness of the prospects can be gauged by the decibels of protest pouring from the Cuban emigre population. Breast-beating is the order of the day. Angst is in.
Fair enough. No place in the country has been harder hit by the lack of a coherent immigration policy than South Florida, and no one group in the modern history, of the republic has taken greater advantage than the Cubans.
