With sunlight streaming through a nine-foot arched window, the Arizona Republican sits in his airy Capitol Hill office, the very picture of calm confidence. His legs are straight out, heels propped on the coffee table; his fingers are clasped behind his head, as if he were auditioning to be the cool-and-dry guy in a deodorant ad.
