Former Orange County Treasurer Robert L. Citron testified yesterday that his former chief aide, Matthew Raabe, deserves virtually all the blame for engineering a scheme to divert more than $80 million of earnings from participants in the ill-fated county investment pool.
Billed as the star witness in Raabe's criminal trial, Citron said Raabe proposed a plan in April 1993 to move a larger portion of interest earnings from the $7 billion multi-agency investment pool into the county general fund.
