To the best of my knowledge, Kurds never claimed that Mosul was "historically" a Kurdish city--until now. And why not? The U.S. military gave them the keys to the city in the early days of the invasion. And they been trying to lock it up ever since.
In mid July Azzaman reported "tens of thousands of Marines and Iraqi troops deployed to subdue the province of Diyala, of which Baquba is capital ... In the months since last July's offensive, Iraqi and U.S. troops carried out 'numerous operations in the province,' said Lt Gen. Abdulkarim Khalaf, who stressed that "the forthcoming offensive would only target 'al Qaeda in Mesopotamia." (7.14.08)
