TRENTON, N.J. _ In a key victory for New Jersey in its long history of territorial discord with New York, a special master concluded Tuesday that most of historic Ellis Island _ long regarded as New York's domain _ is on New Jersey's turf.
The special master, Paul R. Verkuil of Philadelphia, found that the original island, largely as it existed when it became this country's main immigration point in 1892, remains under New York's jurisdiction, but that nearly 23 acres of fill added between 1890 and 1934 is actually in New Jersey.
