This book focuses on the constitutional and political allocation of the war power between Congress and the president, concentrating particularly on the period from the Vietnam War to the Gulf War. Useful documents are reproduced throughout the chapters and, at the end, in an appendix. The author seems largely to favor independent presidential power. The book begins by quoting President George Bush, who in 1991 signed legislation authorizing military action against Iraq; his signing statement claimed that he could have acted without first receiving statutory authority. That theme carries throughout the book.
