The federal government wants to create jobs by spending $12 billion dollars on infrastructure projects over two years, but a shortage of skilled labour in specific trades and regions may constrain the effectiveness of the plan.
John Clinkard, consulting economist with CanaData, has expressed some concern about the availability of skilled labour.
