After promising an administration of impeccable ethics, Bill Clinton and Hillary Rodham Clinton find themselves under scrutiny at every level for their roles in myriad scandals involving themselves and their staffs.

Addressing a town meeting in North Carolina in April 1994, Bill Clinton staunchly defended the ethics of his administration. "No one ever, even my toughest enemies, my strongest opponents, never suggested that there was a hint of scandal in my administration," he declared. "No one has accused me of abuse of power in this job, and no one will, either. You will not be ashamed of what I do as president."
