Erick Harcey, executive chef at the Nicollet Island Inn (95 Merriam St., Minneapolis, nicolletislandinn.com), is bullish on northeast Minneapolis. "It's the next area that's going to grow," he said. "When the recession kicks and everyone starts spending money again, that's the area that's going to be booming."
