Houston Police Officer James D. Harris was shot to death during a routine traffic stop on the night of July 13, 1982. The gun that killed him was found on the body of Roberto Carrasco some hours later, after Carrasco died in a shootout with police.

Following the shootout, Houston police and prosecutors focused their attention on Ricardo Aldape Guerra, a 20-year-old undocumented alien and acquaintance of Carrasco who was riding in Carrasco's car when Harris was murdered.
