Although the explicit objective of this study is to assess the effects of the Job Training Partnership Act (JTPA) of 1982 on the labor market outcomes of its economically disadvantaged participants, there is also an implicit goal that - for all intents and purposes - transcends the stated purpose. Namely, this study uses randomized assignment as its evaluation methodology, and the authors frankly avow that their demonstration and advocacy of that approach are "the core of the study" (p. 17).
