Business necessity is the mother of employment program innovation - to paraphrase the old saying. A Tulsa, Okla.-based manufacturers created one of the most innovative welfare-to-work programs when it needed to find a low-cost source for fishing rods and reels.
Nearly five years ago, WalMart Inc. approached Zebco, one of the country's leading its stores with inexpensive fishing gear. WalMart told Zebco that the fishing equipment had to be manufactured in the United States.
