Conservative policy analysts and Republican lawmakers long have regarded a call for a strong defense as good politics. But the state of the nation's defenses no longer is a subject that draws a lot of attention, and this is reflected not just in Congress but also in the hallways and offices of the capital's foundations and think tanks. In the war of ideas, defense analysts within the Washington Beltway increasingly seem to be involuntary noncombatants.
