Turkey has long sought European Union (EU) membership; its efforts to join the EU club have had profound effects on its domestic politics. Political institutions in Turkey have developed during the quest for membership, as Turkey's democratization processes went hand in hand with the idea of becoming part of the EU. In this study, I will analyze the effects of one of the most important decisions of the EU on the development of Turkey's civil society: the declaration of candidacy at the 1999 Helsinki European Union Council.
