Why health-care reform might be different now.
Chip Kahn is one of those Washington warriors who helped bury health-care reform. In the summer of 1993, he pitched a simple idea to advertising executives: "Harry and Louise," a fictional couple who earnestly discuss their worries about Bill Clinton's health proposals in a series of potent TV commercials.
