The great unresolved issue of American political life, that of the relationship between the national and state governments, is once again dominating America's public debate. It is thus fitting that on August 22, 1996, Clio played one of her practical jokes when she had President William Jefferson Clinton sign into law a historic piece of welfare legislation, the Personal Responsibility and Work Opportunity Reconciliation Act, of which his namesake might well have been proud.
