A proposal to give the Commodity Futures Trading Commission a role in regulat- ing the clearing of off-exchange government securities contracts for future delivery has set off a controversy between market participants and regulators.
"Such a role would recognize the important public interest in the trading of Treasury securities and the value of a coordinated regulatory approach," reads a compromise proposal drafted by the staff of Sens. Richard G. Lugar, R-Ind.; Tom Harkin, D-Iowa; Pat Roberts, R-Kan.; and Bob Kerrey, D-Neb.
