A TORY pledge to ease the burden of inheritance tax has been put on the back burner, it emerged yesterday Shadow business secretary Kenneth Clarke downgraded the plan to scrap the tax on estates worth less than [pounds sterling]1million to an 'aspiration'.

It would be implemented in the first term of a Tory government, but not in the first Budget. Mr Clarke said the priority would be seeking to reverse Labour's planned National Insurance rises on anyone earning [pounds sterling]19,000 or more from 2011.
