Competing for billets as a Senior Officer in the Navy Reserve is a very dynamic process, often more competitive than a statutory promotion board. This process is called Reserve Command and Senior Officer Non-Command Selection Board (commonly known as Apply Board). Board members perform three basic tasks during this process: review records, brief and vote records, and slate billets. The Apply Board is conducted in the same manner as a statutory promotion board with one additional step of slating (assigning) officers into advertised billets.
