Article: White House kicks off greenhouse gas campaign ahead of September release of policy options.

President Clinton and Vice President Al Gore kicked off a public relations campaign Thursday aimed at convincing Americans to support the administration's developing framework for cutting greenhouse gas emissions through mandatory targets and timetables.

Much of the oil industry opposes the idea of U.S. agreement on actions that would bind the nation to specific targets and deadlines for reaching those targets. They say it would mean reduced use of fossil fuels -- possibly through the use of a carbon tax or other measures --and would put the United States at a competitive disadvantage.
