Dr. Robert C. Weaver who became the first Black Cabinet member when President Lyndon B. Johnson appointed him the first secretary of Housing and Urban Development (HUD) in 1966, recently died at his Manhattan home.
Dr. Weaver, an educator, economist, and administrator, was 89.
Before Dr. Weaver was appointed to a Cabinet position in the Johnson administration, President John F. Kennedy named him administrator of the Housing and Home Finance Agency, where he served from 1961 to 1966. That agency later became HUD, but it was not a Cabinet-level position at that time.
