Aug. 23--For a couple of days, in the first flush of victory over the United Parcel Service strike, it must have seemed to many Teamsters that their union's reputation for corruption had been conquered at last.
Now, the decision of a federal labor regulator has brought it all back.
Barbara Zack Quindel's decision to set aside last year's election of Teamsters president Ron Carey because of fund-raising abuses is a humiliating blow to a man who came to power by vowing to clean up the union.
